Also, the uniform looks a little old. And there’s virtually no one in the stands. So I’m thinking someone from the early- to mid-90’s.

it looks like the umpire has (presumably) and NL patch on his hat, which went out of style in the mid to late 90s (i think), so it probably is early 90s.

but there was something about, I dunno, the head maybe? that made me think it was Maine

But this guy has too much around the middle. Maine is lithe like a deer.

Not sure if that’s the spelling but for some strange reason that’s the first name that came to mind when i saw the pic. Reynoso is also a good guess.
