If “small ball” means “bunt at all times, with all hitters in all situations,” count me out. If, however, he just means playing to the fact that this line-up has no discernible power for the time being, I think I can feel what he’s saying.
That said, I’m assuming Jerry means the former.

Tough question
The fact that he begins the story by making fun of Francesa and the “fans without the guts to ask Jerry a tough question” then asks Jerry a softball and is clearly excited that Francesa approved of his question is too perfect.

To Jerry, it's a rule
There’s no way he would even bother checking a card with a runner on 1st. That would be like checking a card to see if the batter is supposed to run the bases counterclockwise.
