Is Tak2 arb eligible?

Ok everyone, I was reading about Tak2 and it was brought up that he is a Type-B free agent? I'm not sure where to look for proof, so I came here to AA for you expert opinions/facts. If he is a Type-B, should the Mets offer arb and take the pick or really try and sign him? What would be a fair contract for him?? I'm thinking 1 year and 3-4 million

. Also, would you rather have him as a reliever/spot starter, rotation piece, or closer(depending on what happens with Frankie)?

I know I'm asking a lot of questions, but AA is the only place I trust to answer this honestly.
