I think that was an ITPHR by Pagan
That is not his average, just the fastest that was encountered that year.
Did Pagan have Diarrhea that day?
No one should be doing a sub 15sec HR trot unless they are close to filling their pants or someone is shooting at them from the stands.

I imagine Pagan was running for a triple when he realized it cleared the fence.
