Apparently the Red Sox were also in on him. Doesn't sound like anyone has a publicly available scouting report yet, but that's a fairly large IFA bonus.

All we can say is that some scouts think he’s worth a $170,000 bonus. (Which is six times smaller than Juan Urbina’s bonus, but ten times larger than Jenrry Mejia’s bonus. So make of that what you will.)
Teams can still spend unlimited money on international signings until the next signing period starts in July
